They're not informed so they can sell out, it's just an unfortunate (for shareholders) consequence of the cap raise system.
Companies flag interest with instos in raising capital days or weeks before the trading halt. With more known companies it can be leaked to the press which is how it ends up in "Street Talk".
Really companies should put in a trading halt the day they call the first insto, but that could mean a week or two without trade.
