That is a standard clause that most small ASX Companies with smallish cash holdings have to include in their accounts.
There would be literally hundreds of companies (particularly small mining stocks) that have this clause very year and they still survive.
Solvency is always am issue with a small company like this and can be monitored through the quarterly cash flow statements.
However this clause means nothing, good or bad, for PIL.
