They didn't announce that. They stated "pending the release of anannouncement in relation to its flagship Maalinao-Caigutan-Biyog Copper-Gold Project (“MCBProject) and the issuance of project sensitive documents by the Philippine National Government."
If the person who makes the decision has told people and they have told people, and maybe that's in a local paper or a Twitter post, they have to halt. They can't keep trading and they have nothing to announce.
So next week they either come out with a signed ML or whoever started talking gets a bollocking and we are still waiting for it to be issued.
