The way I read that, is the study was completed and submitted, then approved as "technically and economically feasible". You don't need permission to do a pfs to my knowledge just time and money, money well spent by the look of things. I guess not everything gets published publicly.
Our project is so far ahead of the pack in my view, that we will have multiple funding options to choose from soon enough. So no need to save our cla souls.
