They are vendor shares - "Part consideration for exercising the RTB option agreements" - read the announcement
Why would the vendors want to sell down right now? - They have done the deal because they realise the only way to monetarise their land is to get shares in a listed company. Following on from that, why would they sell now when they can wait a few months & realise (IMHO) significantly more $'s
