If you think they'll be going Korbel only to production, then they're not much closer (eg. in terms of resources). Some studies on technologies are being completed, and the flow sheet has changed, but the resources are drilled enough and waiting on the road, and PFS/BFS to complete.

If they started production with RPM though, as SS2 showed, then they're closer.

See M&I increasing (to allow PFS to progress). See new resources added at RPM (within the pit outlines eg. North Uphill).

And the plan is not even for heap leach, but heap leach for the lower grade portion of the ore and a plant for the higher grade portion. (Which is likely more economic than a plant alone, then heap leaching RPM+Korbel, or heap leaching Korbel alone. The plant and the heap leach would be sharing parts of the plant after all.)

Heap leach returns to the plan after some time, because it's a useful addition, based on where the resources and plans have evolved to. Sorting allows for a small plant to bring in lots of money quickly (upgrading ore up to 6g/t). But upgrading that much means throwing away say 50-75% of the gold to rejects (so you make good money for 5-10 years, but throw away the rest of your millions of Oz resource to rejects). That's where heap leach steps in to help solve a problem:

You've made some quick money, but thrown away lots of gold as low grade rejects. Heap leach processes the huge amount of gold in rejects (millions of Oz. But the downside - heap leach has say 70% recoveries, so 30% of gold lost to tailings vs say 90% recoveries from a regular plant, so you don't want to do heap leach with your best ore, if you are able to separate 2 distinct grades). So that's why plant+heap leach is useful (as long as sorters continue to prove successful in the bulk trial).
