If its Stornoway, and if its under 100mil, its the greatest management move i have ever seen.
The plant is 2mpta with DMS circuits from what i can see. A billion dollars worth of infrastructure with power, water and permitting done. Accommodation and direct access to Quebec and Becancour, so where any concentrate would be required. Ready to go workforce who previously benefited from the plant would be available.
Concentrate plants are in short supply atm, I could imagine a tolling situation aswell.
**edit, I dont do Share price modelling, but when analysts do, they take into account capex for production, wonder how that works if this comes in under 100mil**
