Stornoway is bust. Deloitte specified a non binding MOU... You would only submit one on the basis that there was intent but not form legal commitment to build the road.
So it's either an ambition on the part of WR1 or they have a firm legally binding undertaking for govt to build the road and pay for it.
Can't see them halting if it's not a binding offer to purchase.
