Can you provide a source for "The estimated road distance (not as the crow flies) is 110 km from ... the Renard minesite to Adina"?
That strikes me as incredibly inefficient design if the crow-fly distance is 56km.
On your second point, that last 100km or so of the current Route 167 (south up to the diamond mine) is a mining road, and the Cree's plan is to upgrade it for general use. All WR1 would be doing is driving SpodCon south on it, so imo there's no time pressure to upgrade it (at least, not for WR1.)
