I agree DAAC.
Using a dotted line is a common technique in journalism to indicate that a section of the reported quote has been omitted.
I'm guessing that MT had made some sort of qualification about the 1 billion remark, but that part was left out for either article word count or brevity.
Nothing that can't be easily explained methinks.
