So what seems the case is that a government can allow a company to invest in an exploration lease but can refuse exploration on that lease. I dont get it. Government authorities shoud conduct all the necessary surveys of flora/fauna etc BEFORE offering or allowing a company to then invest in the lease for exploration purposes. Bit like selling you a car then deciding to disallow you from driving it because its was sold to you in an un-roadworthy condition that could not be rectified. WTF.
