The Western Australian Environmental Protection Authority (EPA) was established in 1971 as an independent Board providing advice to the Minister for Environment.

while since EPA gives a green light and see no issues on the project, and basically the Appeals Convenor and EPA works closely, I still see a good chance of the appeal.
