My thoughts exactly, it was a sole accessor who maybe have had an agenda. The application is given to 1 out of maybe 10 officers at the DMIRS, its almost like a lucky dip as to who u may receive. Was he pro cockatoo / fauna / flora ? who knows. Was he rubbed the wrong way during the process? Who knows.
At least now it moves to the Convenor who if I read correctly tends to reason with the EPA before anyone else. I don't think this is over just yet.
