Agree completely. No need for a Trading Halt unless they have a verbal agreement and are just waiting for paper work and want to ensure the market doesnt get wind of it before it's official.
Had they not got it the license perhaps no need for a trading halt just announce it? That's what I'm hoping. But my more pessimistic self says that not getting you do a trading halt to hopefully stem the sell off.
