If that was the case, they would have waited for that announcement before diluting everyone's shares.
Capital raising is like a drug for some small caps. Free money without performance conditions. Their friends the already wealthy 'sophisticated' investors get cheap shares to make more profit from and they get to keep paying inflated salaries.
I'd like to see some cutting of salaries for senior staff members before diluting my shares.
If that was the case, they would have waited for that...
