this is really pretty standard wording and just foreshadows the further announcement that the placement
has been fully subscribed (or oversubscribed) if so.
The underwriters would have been pretty sure they had sufficient takers for the $70 million and this 2 day halt just gives them time to
tidy everything up and get the various applicants to confirm their commitment in writing.
