Bad news still could need some time. The point of the halt is to stop trading, especially useful for mitigating trading off insider information. If it's bad they may need time to fully understand the extent of what needs to be done and figure out how to approach it
Of course the same could be said about good news. Maybe there's an interesting new development and they need to revisit their plan of attack.
