it depends on their intentions, they definitely can. But yes if they wish to secure as many shares at the 1.5c floor and wait for a rebound then yeah they'll likely get to that point soon. Today's volume and prices below 1.5c will have certainly helped the VW part of VWAP along nicely for them.
