If Management knows of some good news coming down the pike, a CR at a low price substantially taken up by insiders would be a good way to increase their holdings relative to outsiders.
Stanco holds such a strong hand, and by its own product distribution effort it could allow WAK to thrive at a point when it holds more than 15% of the equity.
This perspective is based on Machiavellian conjecture. I have no idea what is happening behind the scenes.
