I would be surprised. Mate they'd have to take the document, read it, put it back through all the stakeholders with relevant pre-read notes to get them to nod happily then put a recommendation up to the minister (which is probably a monthly forum - so timing would need to be fortuitous). Then they'd have to put out stage 4 acceptance.
