    The end of stage 3 doesn't involve a recommendation to the minister - you've got your wires crossed. The end of stage 3 is simply a "yep, we're happy with your RtS document, we're gonna publish it online, and commence writing our report (starts stage 4).
    I also never once mentioned acceptance of Stage 4.
