I just went through all of the NAIF governance documentation from Federal and NAIF and there is no reference to whether the funding is only available to 100% Australian companies. NAIF's directives are more or less about financing projects etc that builds northern Australian infrastructure, provides employment and leads to a higher standard of living to the underprivileged. The one thing that seems to be preventing BML getting NAIF funding is that NAIF cannot be the sole funder, so will not fund a project until other financing contracts have been entered into. So reading between the lines, BML needs to continue to reduce costs, increase cashflow in the initial years to get project finance. Once they obtain for example 50% of project finance from financial entities, they should get NAIF funding for the balance.
