As a holder for many years, this CR seems to be a clear point for change - would love to see the terms sheet.
Looks like 1 of 2 options here:
1. More of the same from the last couple of years - smallish raising at discount to market price leading to stagnating price while mgt try to organise a new project or project funding, or
2. As the first raising of the new board, Cheftain and/or Nero are instrumental with clear plans in place to get something going, maybe even a new significant holder!
