If you are sponsored by a full service broker and have shares in the company already and have been classified as a sophisticated investor you'll normally get a call and then people talk.
Alternatively fresh equities is a website now I understand rebranded as investor hub where offers are published and people with access to these leak the information out to forums like HC. It isn't sensitive info as company is in a halt. If they did this whilst trading then yes it will be a issue. .
