I think you misunderstand what CE was saying about permitting timeline. 3+ years is for a Greenfield scenario, and is inconsistent with what CE has said about the Renard scenario, which is that it is, compared to the Greenfield scenario, vastly simplified and accelerated.
In any case, you maths is wrong. The PEA coming out in Q3 + 3 years = Q3 2027. There is little that woukd needs to wait to be constructed. The biggest construction item is an 80km haul road (which does not require 3 years to permit and build) therefore production 2028 ought to be the baseline assumption.
