Given that the cost of the Li products will be greater than the current sale price, wouldn't using the funds from the offtake, means you are losing more and more money for every ton exported?
That is, the more you produce, the more you lose - eventually (won't be immediate) leading to the shut down of the company
IMHO, the main issue is the price of Li.
On the one side, there is too much supplies coming online.
And on the other, you have protection barriers (tariffs) being imposed, to reduce exports.
Both these forces combined, will only lead to further Li price falls, which then expand the losses for every ton of Li exported.
