This obviously isn't a good announcement. Why would you go into a trading halt if the funding arrangements are proceeding as planned. Best case is the funding arrangements have changed with less favourable terms. Worst case is funding has been pulled/deferred and LTR are scrambling to get funding. Either way, it's not going to be good news. For what it's worth, I'm a neutral bystander, neither long or short.
