Im sure they would attempt such a thing, but its highly unlikely it would succeed. Given how close we are to concluding and winning everything outright I would like to think IDA hasn't conceded much. Maybe IDAs lawyers were concerned about 1 or 2 points they had tabled(that are unlikely to change the outcome but not worth the risk) so settled because of this.
My concern would be if they settle between the two parties and the world bank is out of the picture is there still pressure for Tanzania to pay in a timely fashion.
