I'm hoping that the world bank has held in escrow the sums potentially due to litigants from their recent billion-dollar handout to Tanzania. It would mean that the cash can't be used as a political football inside Tanzania and removes the temptation for hands in the till. It would also provide us, and more importantly future investors in Tanzania, with surety.
