In most cases ( though, it may be different here) the raise is in 2 tranches due to overrunning placement capacity, hence approval being required. So, say I bid for $10k, then I would have made a part payment for Tranche 1, let's say $4k, with the $6k balance due after the meeting.
Punters in 1 and 2 are usually the same crew hence they benefit from a repricing....loyal and supportive holders who bought OM since tranche 1 get a turd rubbed in their face
