Isn’t it because it’s cheaper and quicker to raise due to much lower disclosure requirements? 708s don’t have the same legal protection as retail. The 708 classification/test has become outdated and in some respects illogical, but I’d say it’s attractive to a company to expedite and lessen the cost of the raise.
