If this is just a "top-up the bank" CR - then you could well be right.
Market will interpret this (rightly or wrongly) as admission they aren't even close to a deal. Worse, the deals they were working on have slipped away.
BUT! I am still hoping they will announce something positive to counter-act this potential negative.
Call me a glass-half-full kind of guy (or guilty of confirmation bias).
