I think even though the CR (when the announcement is released) will seem like an insignificant amount to most people, considering what is needed, it is probably the cash backing (or insurance) the lenders need to complete the final stage of funding.
Sometimes a locomotive needs a bit of extra fuel to get up to speed, but once we are there we will be steaming!!
