Agreed, the FBR team have proven they are both technically and in business decisions very smart. Think the Florida strategy, JV agreement and tie in with Liebherr are good examples. I expect there are some very good reasons for this timing.
Part of it might be they seriously need the cash quite soon and expect the real share price increase will come off the JV signing as this is when it is real. Mike has said recently the SAT is sort of the formality, however can't take it for granted (or similar). So the market may well have priced in the level of confidence.
I'm with@Herewegoagain2 that this is not mistimed. There will be very good business reasons for the timing, however this might not be clear to us even after the raise.
