Seriously, there's a lot of jumping at shadows here! There is really nothing different here in comparison to any other Trading Halt - buy/sell queues are very commonly loaded up with orders during the TH and it's not that unusual at all to see larger orders piling up on either side.
As 618 has already noted above, none of this is of any significance until the announcement is out, then you will see the real order intent in the buy/sell queues in the final minutes leading up to resumption of trading.
