kenneth, if you read the Offer Timetable. The record date of the 28th is when they base how many shares you hold and hence are entitled to.
The retail offer closes 23 Feb.
You may find there is a flurry of purchases on 27 and 28 by those wanting in on the offer or else a flurry of sales by those that don't.
Reading between the lines, the Institutional offer was made is discussions with the holders and are entitled to the dividend. The retail offer is not. I have a feeling the institutions will like this.
