It would be good if E25 can confirm, but I suspect the award negotiations will establish specific milestones upon which payments are made. You can't practically commence those negotiations until you know that there is a grant to be awarded. At this point I suspect the US government could put almost any clause in there and E25 would still be signing. Its a haggle over T&C's with the overall grant size having been determined.
