I think it is pretty clear when it says "Fully capitalised for planned programs" it is referring to the first 5000m at Andover South and other non-core projects. Only 5000m is listed in the Andover slide (p5 and p6).
With the new staff on payroll and normal overheads, I don't think RDN was funded for 15,000m
