I agree re the decades of delays being a Tanz Govt matter (due largely to being burnt by outsiders), but Shenghe don't need nor want to gain more than 19.9%, they have the shareholders carrying the rest for them. They have already secured guaranteed supply, the project is theirs when they need it and until then the shareholders are carrying the lion's share of Director salaries etc
