you are not wrong or correct there 50/50 like the announcement really. You are reading it as maintaining orderley market. could also be getting in early because if its positive there will be no need for speeding ticket? as they will already no the reason.
so really 50/50 way of seeing it. like I said you could be right but fingers crossed its other way around haha.
