it is possible that after all of this that the 180days is not used becuase it has taken so long for the licence to arrive that wds have completed their work and are ready to ann target and therefore create JV and off we go to find a rig - if the said licence was for an incoming party to evaluate and do their DD then yes i see the 180 days probably being used up worst of luck.
