They have to do it now because anyone wanting to invest can see the writing on the wall that the EPA process is about to finish and be a major price catalyst.
If VRX come "rattling the tin" after EPA then it's too late and the opportunity to make money is lost.
This is a cash grab because they know there won't be news for at least two weeks, so get your fill while you can.
I suspect we will see the directors taking up a significant portion of this raise.
