I have seen people try to bulldoze red tape. Red tape wins all the time. Dot the i's cross the t's, put more paperwork in to the system and ask often how is the progress going. We have asked how something is going only to be told that the paperwork needs help to get from one tray to the next. You say that is not happening and they say that the paperwork will stay there. Then you have to go to a minister and say that you cannot help move the paperwork. The minister gets the paperwork moving and then puts his hand out. Then you have to go to the prime minister and say that if there is any palm greasing then the finance gets compromised and there is no project. Then the prime minister starts talking about what is he getting out of it. We say that we cannot give him anything and that there are more than one way to skin a cat.. Then he starts about this benefit to the community and that one as well. You have to say hold up! you can drink from the glass one it starts to fill the jugs.
All calms down until a new public servant comes in.
