well..... 2 options here, neither of which seem reasonable given appeals closed 4 days ago.
1 - no appeals, and the minister has concluded the process, intended to be resolved by thursday.
2 - there was an appeal and the minister has made a determination to refer it back to the EPA.
anyone want to take a wager, or add an option ?
