I am not talking about exercising the options. If the options come free, as happens in many CRs, then people would sell the CR shares at cost to recover their cost immediately and keep the free options. It is this mass selling of the CR shares at CR price that keeps the SP bogged down. Giving away free options in a CR is the stupidest thing but happens all the time, unfortunately.
