In answer to my own question as to why is the raise so small?..... I would assume management would only raise what is absolutely necessary at the time (unless that was all they were told they could access of course).
But if it is deliberate; then a strategic may be closer than we think... and the delay for Renard is on the strategic's terms, not WR1's.
