That's true. If nothing's improved by August they'll have to wipe it and wear the loss. If they went ahead this month and nothing improved they'd be up for the full cost and all the C&M for 3 years and would probably end up as a 5c company with a billion SOI like so many others. At least this way they've bought some time, at a cost of course, but at least that's partly offset by not having to pay C&M for the next 6 months.
