Whilst buying pre cap raise is entirely theoretical because you can't know when it is coming and you can't buy until the stock isn't halted you have no idea what the price might be with the announcement. If the trial is halted because of overwhelming efficacy then the share price and any cap raise will be a lot higher. If it is halted because it doesn't work the reverse. We don't know but given past experience it is likely to be good. So assuming you could buy doing so would not make you an idiot. The probabilities are on your side.
It is highly likely that they do a cap raise because that is what Biotech needs to do to get a drug to market. Where else is the money coming from to get through phase III trials to get to registration or a partnership?
