Doubt it's Lynas, they produce from a mined concentrate not a waste stream.
The closest fit E-Waste company would be Sims Metal, but they aren't really a resource company, though are multi national.
Some of the lithium companies such as Albemarle have a "fines" waste stream, though MTM have said that's on the back burner with depressed Lithium prices.
The Rio quotes above from Canada would seem to be in relation to it's alumina refinery, so red mud which can have up to 120ppm of Gallium. To produce their 3.5 tonnes pa in the Demo Plant they'd have to throughput a lot of red mud, about 29,000 tonnes assuming 100% recovery. So doubt they're processing red mud, but could have another gallium scrap source not associated with their alumina refinery.
I suppose we could spend all day guessing and still not pick it.
