Back in 16 Dec 2022, PEN was awarded supply contract for US Strategic Uranium Reserve by DOE to supply 300,000 pounds.
Since PEN has some contract with the DOE government, perhaps PEN is working on some sort of government funding based on Trump new critical mineral Executive orders ? The order says that it will provide immediate funding & fast track critical minerals mining. It can take a bit of time to process.
